Hand painted Ema are left at Shinto shrines for the deities to hear prayers.  An ema featuring a Yoshitsune Minamoto  who grew up to be a great general during the Genpei war, might have been made to ask the gods for wisdom, skill or bravery.  The exterior frame appears to be added in the 20th century.
